Business Plan

SHAL is an independent organisation intent on developing its own identity and business to survive. This section of the plan outlines the principal aims of SHAL over the term of the plan period of 5 years, with longer financial forecasts.

In preparing this section, regard has been had of the purpose of SHAL, the market it will serve and its goals.

  • Its main purpose is to meet the requirement for affordable housing.
  • Its primary market is Sedgemoor District but increasingly Taunton Deane and, to a lesser extent, West Somerset.
  • Its goal is to operate efficiently, provide a low cost, high quality service and, therefore, to grow.

Bearing in mind the above, SHAL has resolved as follows:-

"The main AIM of SHAL Housing Limited is to provide and manage general needs housing".

In fulfilling this aim SHAL sees its subsidiary aims as:-

  • the allocation of dwellings purchased or built for those who are homeless or otherwise in housing need, as determined by SHAL’s policies, with support or care needs supplied by others
  • ensuring the collection of rent due to SHAL and so allowing income to meet SHAL's expenditure
  • to maintain the stock, once purchased or built, as a minimum to a standard which meets the requirements of the "Decent Home Guidance" published by the Government in July 2001 and updated in 2006.
  • to involve residents through a range of options in the work of SHAL and to include reviewing services through Best Value
  • maintaining tenant satisfaction with the service offered by SHAL Housing Limited and the condition of its dwellings
  • to meet the Government's requirements on rent restructuring and convergence
  • to expand SHAL’s housing stock in areas where there is a proven local need
  • to identify and purchase land suitable for development to meet housing needs
  • to sustain its business within the community, meeting the needs of the present without compromising the ability of future generations to meet their own needs
  • assessing risks to the business
  • to run the business under the principles of good governance
  • in providing access to housing, services and work no-one will receive less favourable treatment than another on the grounds of race, colour, national or ethnic origin, nationality, religion, belief. gender, marital status, pregnancy, sexual orientation, disability or age and we expect everyone who works with SHAL to support this policy. SHAL is committed to eliminating discrimination, promoting equality, and promoting good relations on these grounds
  • to provide an economical, efficient and effective housing management service to recognised standards, and so ensure that SHAL meets its legal and contractual obligations on time and to the required quality, by compliance with, and operation of, a quality management system to BS EN ISO 9001:2000

In addition, SHAL will also seek to manage direct, or through its subsidiary, housing stock of all types on behalf of others.
