Business Plan
SHAL is an independent organisation intent on developing its own identity and business to survive. This section of the plan outlines the principal aims of SHAL over the term of the plan period of 5 years, with longer financial forecasts.
In preparing this section, regard has been had of the purpose of SHAL, the market it will serve and its goals.
- Its main purpose is to meet the requirement for affordable housing.
- Its primary market is Sedgemoor District but increasingly Taunton Deane and, to a lesser extent, West Somerset.
- Its goal is to operate efficiently, provide a low cost, high quality service and, therefore, to grow.
Bearing in mind the above, SHAL has resolved as follows:-
"The main AIM of SHAL Housing Limited is to provide and manage general needs housing".
In fulfilling this aim SHAL sees its subsidiary aims as:-
- to identify and purchase land suitable for development to meet housing needs
- the development of new housing in areas where there is a proven local need and where SHAL recognises its involvement forms a logical extension to its property holdings, and, in doing so, SHAL expects to use a high quality of design and construction to see an improvement in the built environment whilst providing secure homes which are economical to run and result in improved tenant satisfaction
- the purchase of existing housing
- the construction of affordable housing for occupation by those purchasing on shared ownership terms or renting
- the allocation of dwellings purchased or built for those who are homeless or otherwise in housing need, as determined by SHAL's policies, with support or care needs supplied by others
- ensuring the collection of rent due to SHAL and so allowing income to meet SHAL's expenditure
- to maintain the stock, once purchased or built, as a minimum to a standard which meets the requirements of the "Decent Home Guidance" published by the Government in July 2001 and updated in 2006.
- to take account of the policy adopted on environmental issues in carrying out the above
- to adopt the principles of “Best Value”
- maintaining tenant satisfaction with the service offered by SHAL Housing Limited and the condition of its dwellings
- to meet the Government's requirements on rent restructuring and convergence
- assessing risks to the business
- to add value to communities
- to run the business under the principles of good governance
- to ensure that equality of opportunity, in terms of access to housing, delivery of services and access to employment, is maintained by SHAL, irrespective of a person's race, gender, religion, disability, age or sexual orientation
- to provide an economical, efficient and effective housing management service to recognised standards, and so ensure that SHAL meets its legal and contractual obligations on time and to the required quality, by compliance with, and operation of, a quality management system to BS EN ISO 9001:2000
